CALL TO ORDER:
Trustee Brian Miller called the meeting to order at 7:00 pm.
PLEDGE OF ALLEGIANCE:
Brian Miller led the Pledge of Allegiance.
ROLL CALL:
Trustees Leber, Miller, Parker, and Road Superintendent Andy Dunlap were present at roll call. Officer Pelletier was also present.
MINUTES:
Fiscal Officer Pelletier electronically distributed the minutes for approval before the meeting.
Motion
Mr. Miller moved to approve the minutes, and Mr. Parker seconded the motion. A verbal vote was taken, and the motion passed unanimously.
GUESTS:
Sheriff Sigsworth is present and attending township meetings.
Sheriff explained how Senator Theresa Gavarone’s bill to allow sheriffs to carry EpiPens saved a life at a local Subway. A sheriff administered the EpiPen when a resident had an allergic reaction.
ZONING INSPECTOR
Zoning Inspector Dunlap has a zoning appeals board meeting scheduled at 6:30 on March 26, 2026, regarding an accessory structure.
A township resident must move their vehicle parked on township property and will receive a 30-day notice.
ROAD SUPERINTENDENT:
Road Superintendent Dunlap suggests hiring Justin Galloway for next year’s winter season.
Mr. Dunlap informs the Board that the Great Ohio Bicycle Adventure (GOBA) plans to use Oxford Township’s shelter house from 9 to 11 on June 2, 2026.
Mr. Dunlap is attending a class on spraying on May 13, 2026.
Mr. Dunlap will be vacationing from March 27 to April 4, 2026, and maintains that he will be available by phone if necessary.
TRUSTEES
The Board of Trustees and the Fiscal Officer thanked Mr. Dunlap for always going above and beyond as the Road Superintendent. Mr. Dunlap placed 28 wreaths from Wreaths Across America, honoring the twenty-eight Veterans laid to rest in our township cemetery.
Trustee Leber:
Trustee Leber announced that the board had been informed that Spectrum has received additional permits.
Mr. Leber will attend the Health Department's annual meeting.
Trustee Miller:
Trustee Miller arranged a survey for township property in Kimball.
Mr. Miller is handling the MetroPark grant for 2026. The shelter needs a new roof, and the interior needs some attention.
Trustee Parker:
Trustee Parker booked Oxford Township’s shelter for the OTA summer picnic on June 11, 2026, from 5:30 PM to 8:00 PM.
Mr. Parker attended a Sandhill Cemetery meeting, and no billing changes were made. Some upgrades were made.
Mr. Parker requested and received the inventory from every township in the county for EMS and Fire.
Mr. Parker attended a North Central EMS meeting today and is attending the North Central EMS/township meeting on April 16, 2026.
FISCAL OFFICER:
Fiscal Officer Pelletier is attending the Local Government Official Conference from March 18-20, 2026.
COMMUNICATIONS:
No communications from Sheriff Sigsworth aside from the monthly calls.

RESOLUTION NO. 3.11.2026 PASSED
A RESOLUTION OF THE BOARD OF TRUSTEES OF OXFORD TOWNSHIP, ERIE COUNTY, OHIO APPROVING A TWELVE-MONTH MORATORIUM ON RECEIVING, PROCESSING, ISSUING OR APPROVING OF ANY APPLICATION FOR A ZONING PERMIT FOR NAICS 518
– DATA PROCESSING, HOSTING AND RELATED SERVICES (DATA CENTERS) UNDER THE OXFORD TOWNSHIP ZONING RESOLUTIONThe Board of Trustees of Oxford Township, Erie County, Ohio met at a regular meeting on the 11 day of March, 2026 at the Township offices located at 11104 Ransom Road, Monroeville, Ohio with the following members present:

Trustee Parker introduced the following resolution and moved it forward for its adoption:
WHEREAS, Section 519.02 of the Ohio Revised Code empowers a board of township trustees to impose reasonable zoning regulations for the interest of the public health, safety and welfare of the township on the uses of land for trade, industry, residence, recreation, or other purposes in the unincorporated territory of the township;
WHEREAS, the Board of Trustees of Oxford Township, Erie County, Ohio (“Board of Trustees”) is committed to preserving the safety, health and welfare of Oxford Township;
WHEREAS, the Board of Trustees has concerns, such as health impacts, noise pollution, water consumption, utility cost increases, transformation of land use and public infrastructure capacity, associated with data centers, which can lead to the diminishment of the overall health, safety and welfare of Oxford Township;
WHEREAS, the Board of Trustees desires to issue a moratorium on receiving, processing, issuing or approving of any application for a zoning permit for NAICS 518
WHEREAS, Board of Trustees will be able to propose and enact any necessary and reasonable amendments to the OTZR to protect the health, safety and welfare of Oxford Township more effectively if a moratorium is in place;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF OXFORD, ERIE COUNTY, OHIO:
THAT, the Board of Trustees hereby approves a temporary moratorium, not to exceed twelve (12) months from the date of passage of this Resolution, to the receiving, processing, issuing or approving of any application for a zoning permit for data centers (NAICS 518
THAT, the moratorium shall expire prior to its natural expiration date set forth above upon the earlier of: (i) further action by the Board of Trustees repealing the moratorium, or (ii) the effective date of OTZR text amendments satisfying the goals of the moratorium; and
THAT, during the moratorium, Oxford Township staff shall be prohibited from receiving, processing, issuing or approving of any application for a zoning permit or other approval of Data Centers on any real property in Oxford Township;
THAT, in furtherance of this Resolution, the Township Zoning Inspector is directed to study the concerns of the Board of Trustees, to review the OTZR, and, if deemed necessary, to prepare reasonable text amendments to the OTZR for consideration by the Board of Trustees;
THAT, the adoption of any amendments to the OTZR shall be in compliance with the process set forth in Section 24.1 of the OTZR;
THAT, all applications for zoning permits for Data Centers approved prior to the date of passage of this Resolution shall remain valid, notwithstanding the moratorium; and
THAT, this Board of Trustees hereby finds and determines that all formal actions relative to the adoption of this resolution were taken in an open meeting of the Board of Trustees; and that all deliberations of this Board of Trustees which resulted in formal action, were taken in meetings open to the public in full compliance with applicable legal requirements, including Section 121.22 of the Ohio Revised Code.
Trustee Leber seconded the resolution, and the roll being called upon it for its adoption by the Chair resulted as follows:

Oxford Township 2026 Roadwork Plan
Below is a list of road projects proposed for 2026. Note that all the roads listed except Thomas have no record of paving, only wedge coat and chip seal. The Thomas Rd. chip seal project is over paving that was completed in segments over three years, starting in 2019, and it is scheduled for preventative maintenance chip seal. Schaefer and Kelly Rd. will be completed this year at minimum, using township funds and the OMG team workforce. Any additional county funds, if received, will be applied in the order outlined below, after Kelley Rd.
The following road estimates, prepared by Andy Dunlap, are for road work performed by the OMG team. The Engineer's estimates are attached in a separate document.
