CALL TO ORDER:
Trustee Scott Leber called the meeting to order at 7:00 pm.
PLEDGE OF ALLEGIANCE:
Trustee Scott Leber led the Pledge of Allegiance.
ROLL CALL:
Trustees Parker, Miller, and Road Superintendent Andy Dunlap were at roll call. Fiscal Officer Pelletier was also present.
MINUTES:
Fiscal Officer Pelletier sent out minutes electronically before the meeting for approval.
Motion
Mr. Miller moved to approve the minutes, and Mr. Parker seconded the motion. A verbal vote was taken, and the motion passed unanimously.
GUESTS:
Several guests were in attendance. Sheriff Sigsworth (Siggy), Deb Dechant, Clark, and Tiffany Garris.
Clark and Tiffany Garris were in attendance to observe but were also there to question the approval of their zoning appeals hearing.
Deb Dechant was present to return the township keys.
Sheriff Sigsworth explained that the turnpike commission and ODOT did not communicate regarding road closures. The Sheriff’s Department is working hard to get people to slow down on Route 4. The ditches on the west side are deadly.
The community service officer is back from knee surgery. If we need anything, we should contact him.
Sheriff Sigworth discussed how Senator Gavarone changed the law so that people can now carry EpiPens. These EpiPens will be life-saving.
ZONING INSPECTOR
The Grude’s have agreed to close their Airbnb.
Zoning Inspector Dunlap will be attending a zoning webinar on April 22nd.
ROAD SUPERINTENDENT:

Mr. Dunlap called the county about a water issue on Ransom Road. He found a couple of broken tiles. He repaired the ditch by setting a basin and adding two risers, which will allow for the ditch’s cleaning in the future.
On May 9th, Monroeville schools will participate in community day like last year. This year, the students will spread mulch.
Road Superintendent Dunlap topsoiled and seeded Harris Road catch basins.
The township gas tanks were sandblasted, and the primer coat was applied.
TRUSTEES
Trustee Leber
:Trustee Parker delivered comments on behalf of Trustee Leber:
Frontier completed telephone pedestal repairs.
Oxford Township’s main building needs a Wi-Fi internet connection for the fire equipment monitor in Station #2.
Trustee Leber submitted the grant application for recycled playground mulch and dugout benches.
Trustee Miller:
Trustee Miller reported that he received his fraud prevention certificate.
Erie Conservation District
, Oxford Township, and residents, including Trustee Miller, contacted Mr. Miller about the Delematra ditch. Grant money can be used to dip the ditch, while residents and the township will pay for maintenance.The Grant for Erie County Metro Parks was filed for the entirety of the cost of the new swings at Oxford Township Park.
Trustee Parker:
As of last Thursday, Oxford Twp. was the only applicant for a grant from the Erie County Solid Waste Division.
The Blue Ribbon Committee subcommittee meeting on road and street infrastructure on April 10th was productive. The Erie County Engineer will work closely with the townships on road maintenance. He requested each township to send in a 3–5-year road maintenance plan by April 24th. He also intends to hold informal quarterly meetings with townships to discuss infrastructure issues.
The Blue Ribbon Commission Public Meeting on Infrastructure, Streets, and Roads will be held on April 29, 10 am, in downtown Sandusky, Erie County Service Center, 3rd Floor.

Fiscal Officer Pelletier is going through an Audit. Some items are missing from the fiscal year 2023.
COMMUNICATIONS:
No communications from Sheriff Sigsworth.
OLD BUSINESS :
No old business to report.
NEW BUSINESS:
The township board meeting will change to the second Wednesday of the month at 7 pm.
The dump truck will open as a no-reserve bid on June 11th, 2025.. Parker
Mr. Parker introduces a motion:
Mr. Parker motioned to encumber funds collected in the Fire/EMS fund to purchase a fire truck. The reasons stated for said motion are 1. The state is proposing a limit on carrying over certain funds and may require the return of funds if not encumbered for capital purposes. 2. The capital costs of fire trucks are approximately $1,100,000 for a pumper and $1,500,000. 3. There is currently a 3-5 year waiting period for the receipt of a truck after purchase. 4. Oxford Township Trustees anticipate that there will be a need for the township to join a fire district in the next 5-10 years in order to maintain Fire/EMS coverage for the residents, and that it will be necessary and expected that the township contribute substantially when that happens. Without encumbering funds for capital investment, the township will have insufficient funds available to contribute to a fire district. 5. One of the most likely partners within any fire district formation is Groton Township, whose Trustees, Fire Chief, and personnel currently provide excellent service at a very reasonable cost with a low tax rate (refer to attached information) that makes it feasible for Oxford Township Trustees to carry over funds.

Mr. Miller motioned to sign the waiver for Oxford Township to participate in ditch maintenance with a second from Mr. Parker. The motion passed after a unanimous vote.

Mr. Miller motioned to move the meeting for Oxford Township to the second Wednesday of the month at 7 pm, with a second from Mr. Parker. The motion passed after a unanimous vote.

Mr. Parker motioned to auction the dump truck as a no-reserve sealed bid on June 11th, 2025, during a regular session meeting, with a second from Mr. Miller. The motion passed after a unanimous vote.
