Regular Meeting Minutes

November 15, 2012

Pledge

President Michael Parker called the meeting to order at 7:00 pm with the Pledge of Allegiance.


Roll Call

Roll call indicated that all Trustees were present. Also present was Phillip David, Fiscal Officer/ Zoning Inspector, Road Superintendent David Kelley was excused because of being on vacation.

 

Minutes:

Mr. Stewart moved to accept the minutes, Mr. Leber seconded the motion. Roll was called, with all present voting yes; motion carried.

 

Guest:

John Whyde, 4809 Delematre Road was present at the meeting to discuss his purposed plans to rebuild the house on his property. After some discussion the Trustees reminded Mr. Whyde that his property was zoned local commercial, and would have to be rezoned to residential before a house could be built on it. Before he left, Mr. David gave Mr. Whyde the application and information he needed to apply for a zoning change.

Zoning Report:

Mr. David reported that he had issued one permit since the last meeting to Dennis Barber, 4417 Delematre Road, for an 8 x 10 accessory building.


Mr. Stewart questioned where it stood on cleaning up the Timothy Williams property on Patten Tract Road. Mr. David said he would contact Pete Schade or Bob England at the Erie County Health Department for a progress update before the next meeting.

Road Superintendent There was no road report. Trustees:


Mr. Leber said he didn’t have anything to report at this time.


Mr. Parker presented two resolutions for “Emergency Billing Services” that he had written to be presented to Ohio Billing Company, one for “resident” and the second for “non-resident”, collection of emergency services fees. After some discussion concerning the purposed fee schedule it was suggested that Mr. David contact Ohio Billing and question them about using the fees set by the individual fire contracts.


Mr. Stewart reported that he had verified the reservations at the Brown Derby Roadhouse Grill for the Erie County Township Association Christmas Dinner. He said that they requested that the reservation head count be turned in by December 10th.


Fiscal Officer

Mr. David reported that Groton Township Fire Department had responded to a residence fire at 6716 Strecker Road. Mr. David said that was the second charge against the annual retainer fee, leaving a balance of $3000 dollars for the remainder of 2012.

Mr. David distributed copies of parcel descriptions for the Central Erie Elevator property at Kimball. He suggested that the Trustees consider purchasing the property on the south side of Delematre Road. Mr. David explained that one of the long term projects for the Township was a new building for storage of equipment and supplies. He said placing a new building on the current complex site without using the park grounds would be difficult, whereas this property is located close enough that it could be utilized by the Township for this purpose. After some discussion, Mr. Stewart moved that the Township bid on the elevator property with a maximum of $10,000 dollars, Mr. Leber seconded the motion. Roll was called, with all present voting yes; motion carried. Mr. Leber said he would attend the sale for the Township.


Communications

Communications were reviewed.


Old Business

There was no old business to review.


New Business

Mr. Leber move to pay the bills in the amount of $5,724.06, Mr. Stewart seconded the motion. Roll was called, with all present voting yes; motion carried.

No further business, Mr. Stewart moved to adjourn.
